志愿反扒若干理论和实践问题的探析

志愿反扒在我国的存在已有时日,但人们对它的议论和质疑从未停止过。其不明确的法律属性、较高的职业风险以及困难的经费保障已成为人们关注的焦点。笔者认为,志愿反扒的合法属性无庸质疑,在当前情况下走志愿组织的路子是其发展的合理途径,建立以公安部门领导的保障体系是其发展的必要选择。

The existence of volunteering to prevent stealing has been in China for days with the non-stopping discussion and questioning,The main focus is on its uncertainty of law,high professional risk and poor fund guarantee,The author thinks the legality of volunteering to prevent stealing is undoubted,The reasonable way is to follow the voluntary organization and build up the protecting system under the leadership of public security department.
