随着中国加入WTO,无限政府必将向有限政府的执政理念发生根本性的转变。行政许可作为政府组织的重要职权,在无限政府条件下有膨胀和寻租的趋势,在倡导法治社会的今天,政府行政许可必须受到法律规范的控制,才能实现真正意义上的具有现代法治色彩的有限政府。

With China＇s entry into WTO, the unlimited government must be revolutionarily converted into the limited one in the theory of governing. As an important governmental authority, the administrative permission tends to over-expand in the limited government. In today＇s society where it is encouraged to administer the society in accordance with law, the government＇s administrative permission has to be controlled by legal standards so that the limited government ruled by law can be realized.
