目前,大多数的资源型城市处于经济转型期,面临着传统的主打资源枯竭问题,应从资源型城市在经济转型时期面临的主要社会问题出发,提出解决问题的方案。在传统的资源枯竭的情况下,开发和利用社会资源(人力资源和科技资源)是一种有效的方法。具体应对人力资源和科技资源的开发和利用方法、政策做出详尽的阐述。

At present, the depletion of traditionally primary resources is the main problem facing most resourceful cities in the period of economic transformation. Starting with the main social problems confronting resourceful cities in economic transformation, the article puts forward an effective solution of exploiting and applying social resources （both human resources and technical resources）. The article also expounds the methods and policies of exploiting both human resources and technical resources respectively. This article is expected as well to be helpful for solving the social problems facing resourceful cities nationwide in the period of economic transformation.
