日本年金制度改革及其对我国的启示

The Reform of Regulations for the Old Age Pension in Japan and It′s Revelation for China

养老金空洞化、人口老龄化与少子化等是日本年金制度面临的主要问题。日本在2004年对年金制度从抑制保险费增加、养老金的交纳方式、间接纳税方式、个人年金的实施、国民年金保险强制收费等方面进行了一系列改革。提出了年金改革的目标:即恢复国民对年金制度的信任,维持经济活力,构筑高龄化社会年金制度的可持续发展。转型时期的中国养老保险面临着与日本年金制度同样的问题,日本的年金制度改革对中国的养老保险制度具有借鉴与启示作用。

Crisis of the payment of pension is the problem which is faced to the most country of the world. The key problem is that the quantity of the old increased quickly, the government doesn＇t have enough money to pay the old age pension. Japan reformed the system for the old age pension from repressing the increase of the insurance, holding down the insurance, using the indirection way to pay the tax, carrying out the personal old age pension, obligating the people to pay the old age pension and so on. Meanwhile, Japan put forward the goal of the retbrm for the old age pension ： increasing the credit of the people for the retirement pension, keeping the vitality of the economy, making the development of the retirement pension become continuance. These can reveal the reform of regulations for the old age pension which can be followed in our country.
