广东省吸引跨国公司外包的工业投资环境研究

On Industrial Investment Environment and Policies of Guangdong Which Attract Multinational Corporations' Outsourcing

在明确跨国公司实施业务外包主要动因的基础上,建立了广东省和珠江三角洲吸引跨国公司外包的工业投资环境评价体系;利用因子分析方法对1985￣2003年广东省吸引跨国公司外包的工业投资环境进行了定量分析并得到了综合环境总分值的排序;然后利用同样的方法,对2003年珠江三角洲各市吸引跨国公司外包的工业投资环境进行了横向对比并得到了综合环境总分值的排序。对排序结果的分析揭示了跨国公司在广东省业务外包的发展趋势并为政府部门制定相关政策提供了决策依据。

Based on understanding of the outsourcing motivations of the multinational corporations, the paper sets up a framework for evaluating the industrial investment environment in Guangdong Province, particularly in the Pearl River Delta. First, the factor rating method is used to quantitatively analyze the industrial investment environment from 1985 to 2003, which results in the rankings of the years regarding to the capability of attracting multinational corporations to outsource in Guangdong and the Pearl River Delta. Similarly, a comparative analysis of the major cities＇industrial investment environment is carried out and their rankings are also obtained. It holds that the findings can be used as reference for the government departments to make relevant decisions.
