摘要
三峡工程建设的最高决策机构是国务院三峡工程建设委员会(以下简称三建委或建设委员会)。三建委下设办公室、移民开发局和中国长江三峡工程开发总公司(以下简称三峡总公司或总公司)。总公司是三峡工程的项目法人,对从项目的筹划、筹资、建设直到生产经营管理、归还贷款以及资产保值增值的全过程负责。三峡工程建设采用了业主责任制、招标承包制、建设监理制。总公司内部按决策、管理和实施三个层次设立机构,对工程建设全面负责并进行有效的管理。在投资控制方面,采取静态控制、动态管理的原则,在工程建设中已初见成效。
The highest decision maker of Three Gorges Project construction is the Three Gorges Project Construction Com mission of the State Council,and its subordinate organization consists of the Three Gorges Project Construction of fice,the Re settlement Development Bureau and the China Yangtze Three Gorges Project Development Corporation (CYTGPDC). CYTG PDC is the project legal person of TGP,and responsible for the project,s planning,funds raising and construction as well as pro duction management,loan repayment and value maintaining/appreciation of relevant properties. For the construction of TGP, the owner responsibility system,bidding/contract system,and construction supervision system are being practised. CYTGPDC includes three levels of organization structure or the decision making,management,and implementation setups. Through these setups,CYTGPDC takes full responsibility for and effectively manages the construction of TGP. For the investment control,the principle of 'statically controlling,dynamically managing'is adopted,and the preliminary effect from it has been achieved.
