Reason and Measure for "Three Disobeying"

绝大多数工伤事故主要原因是“三违”(违章指挥、违章操作、违反劳动纪律)。“三违”根源可概括为:企业领导重生产,安全意识淡薄;职工安全知识贫乏,安全技能、安全意识差;安全规章制度有漏洞,安全管理执法队伍素质不高;习惯性违章作业;在不理智心理状态下,明知故犯地“三违”;身体不适,作业环境不良。减少、根除“三违”的主要对策有:提高企业领导的安全意识;通过形式多样的教育和培训,提高从业人员的安全技能;完善规章制度,建立一支高素质安全执法队伍;改善作业环境;对身体不适者合理安排工作;加大工伤考核、赔偿力度。反“三违”任重而道远,需党政工团齐抓共管。

The main reason of majority of industrial accidents is ＂three disobeying＂ （leading with disobeying regulation, operating with disobeying regulation, disobeying labor principle）. The reasons of ＂three disobeying＂ include： leader of enterprise attaches importance to production, but lacks of safety thoughts; employees are lacking in safety knowlodge, safety skill, safety thoughts; safety regulation and system are imperfect, safety management team has no high quality for excuting regulation; operate in habit without obeying regulation; ＂three diobeying＂ meaningly under abnormal mental condition; health of operator is not good, operation enviorment is too bad to suit for work. The main measures for reducing and eliminating ＂three disobeying＂ include： improve safety thoughts of enterprise leader; through rarities of education and training, improve safety skill of employee; make regulation and system perfect, establish a safety system excutiug team with high quality; improve operation enviorment; arrange works reasonably for persons whose health is not good; increase degree for punishing and compensating working injury accident. Anti - ＂three disobeying＂ is important and serious, it needs communism party, authority, trade union and communist youth league work together to excute.
