Analysis on Key Issues of Quality-guarantee System in Higher Vocational Education

职业教育质量保障体系有别于基础教育和普通高等教育的质量保障体系；职业教育质 量管理应借鉴企业管理的理念与方式，实行全面质量管理；教育质量的监控与评价是 实施教育质量管理的重要环节和有效手段；职业能力标准是职业技术教育质量标准的 核心，因而职业技术教育应有统一的国家质量标准--职业能力标准和与之配套的职 业资格标准；专业化的外部教育质量评估或认证，是职业教育质量保障体系的重要组 成部分。

This thesis introduces that the quality-guarantee system in higher vocational education is different from other quality-guarantee system in primary education or general higher education. It points out that the concepts and ways of business management should be borrowed in this system to implement all-round quality control. It suggests that monitoring and evaluation of the quality of education are the important steps and means to guarantee the implementation of this management. This thesis also argues that the criterion of professional competency is the core of criteria of quality of vocational education, and the specialty external evaluation or authentication is the important component of this system.
