2005年6月9日，国务院新闻办公室举行新闻发布会，邀请国家人口和计划生育委员会副主任潘贵玉介绍全国农村部分计划生育家庭奖励扶助制度试点工作的情况，并回答中外汜者提问。潘贵玉副主任表示，2005年中国政府将扩大试点，全国将有93万农民享受到6亿计划生育奖励扶助专项资金，以下是讲话全文：
At the beginning of 2004, the Chinese government decided h to introduce the System ofSocial Support for Some Rural Families Practicing Family Planning （＂social support system＂）. The General Office of the State Council introduced the proposed program of the National Population and Family Planning Commission （NPFPC） and Ministry of Finance （MOF） on implementing the pilot project of the social support system （＂Pilot Project of Social Support＂）.
