摘要
In order to solve the practical difficulties of rural households practicing family planning,further implement the population and family planning program and promote the establishment of coordinated and harmonious communities in rural areas, the central government launched a pilot project to reward and support rural families practicing family planning in five western provinces and ten cities in 2004. In 2005, the pilot sites were expanded to 23 more provinces and parts of Shandong and Tibet.
为解决农村部分计划生育家庭面临的实际困难，完善人口和计划生育政策，促进农村和谐社会建设和人口与经济社会协调发展，从2004年开始，我国开展农村部分计划生育家庭奖励扶助制度试点工作。2005年试点范围进一步扩大，奖励扶助制度已覆盖绝大多数省份。
