Reporter： The 16th session of the CPC put forward a goal of building a well-off society in a comprehensive way. Is there a connection between that and the incentive policy？ Wen- One of the targets for building a well-off society is to narrow the income gap between the rich and poor, and between the urban and rural areas. An effective way is to reallocate the wealth among households, especially for poor rural families （such as only-daughter families）. The incentive policy, aimed to provide financial aid to certain rural households practicing family planning, is in complete compliance with the spirit of the 16th session of the CPC.
