涉诉信访的程序性设计包括诉讼性和非诉讼性程序设计两方面。涉诉信访作为信访的最主要方式,其程序化的重要意义不仅在于它能为法治建设提供一个相对稳定的外部环境,更在于通过这种程序性设计,使民众与行政司法人员形成一种法律意识,为社会主义法治的最终实现进行意识积累。
