The water conveyance project of Dahuofang Reservoir, one of the key projects in Liaoning Province, is a water resources allocation project ; for which an important subject necessary to be studied is that how to fully play the role of management and how to ensure the construction quality. The responsibility, obligation and the measures to control the construction quality which must be taken by the owner of Dahuofang Reservoir are briefly described herein.
