摘要
我国国家机关公务员奖励存在的问题从总体上讲是奖励制度粗疏简陋,奖励实施不规范,其原因主要有制度和观念两方面,因此解决问题的对策应从公务员的观念出发,通过规范完善奖励制度,来真正实现奖励的激励功能。
On the whole, problems existing in the civil servant rewards of our country are that the incentive system is careless and simple; the implementation of the reward is substandard. The reason is mainly on two respects of system and idea. So the countermeasure to solve the problem should standardize and perfect the incentive system, which proceed from the civil servant's idea. In this way, the encouragement function of the reward can be really realized.
