摘要
培育高级技能人才是个复杂的系统工程,需要完善的政策法规体系来护航。实现高技能人才管理法制化,只有依法行政,才能克服随意性、主观性,切实保障高技能人才的各项合法权益。
It is a complex system project to foster top - skilled talents that entails complete policy and legal system to protect and direct it. To achieve the legalization of this project, administration by law is required to eliminate arbitrariness and subjectivity and safeguard the legal rights of the talents as well.
