云南省天保工程封山育林现状及对策措施

Status Quo of Closing Hillsides to Facilitate Afforestation in Yunnan Natural Forest Conservation Project and Countermeasures

云南省天保工程于2000年正式启动,实施范围为13个州、市的66个县(市、区),17个森工局,总面积2 403万hm2,其中安排封山育林64.4万hm2,目前已累计完成31.38万hm2。通过调查,文章分析了在封山育林工作中存在的如认识不足、作业设计质量不高、资金不足、林权不清等问题。据此提出了行政、技术、管理、资金等几个方面需要采取的措施。

Yunnan Natural Forest Conservation Project initiated in 2000 and covered 17 Forest Engineering Bureaus, 66 counties within 13 prefectures with total areas were 24.03 million hm^2 , 0.644 million hm^2 of which were planned to close hillsides to facihtate afforestation. And 0.313 8 million hm^2 have been finished so far. Based on identification of existent problems in enclosure of the hillside for regeneration such as insufficient awareness, low quality of operational design, short of fund, and unclear forest properties, some cotmtermeasures in administration, skill, management and finance are proposed.
