发展循环经济要求对日益增多的城市固体废弃物进行总量控制与循环利用。参考国外经验,结合我国国情,可从制订完善相关法律法规、加强政府引导扶持、促进企业采取有效措施、改进民众消费观念、鼓励私营经济参与五个方面着手,对解决这一问题的有效途径进行探索,以求达到发展持久性的循环经济的目标。

Refers to the overseas experience and unifies our national conditions, we can try to consider this question in five aspects： to make and perfect relative laws and regulations ; to strengthen the government＇ s guidance and support; to promote enterprises to take effective actions; to improve the populace to change their consumption ideas; to encourage private sector to participates in the solid wastes＇ circulation use. Finally we can achieve the aim of the durable circulation economy.
