摘要 应急指挥是应急响应过程的一个核心环节,其作出的决策是各应急处置力量参与应急救援的行动指南。按照应急响应所需发挥的职能,完整的应急响应全过程按照时间顺序包括应急响应通讯、应急响应级别确定、事态监测与发展预测、避难方式选择和人员疏散安置五个大的环节,对这五个环节决策所涉及到的关键技术研究,特别是伤害载荷临界量的确定,可以为现场应急决策提供技术支持,同时为各级别的工业应急预案编制提供重要依据。 Emergency command is the core of emergency response. The emergency command decision is the action guide of the emergency response organization. According to the function and the working procedure of emergency response, the response process can be divided into several sectiona: communication, determination of emergency response level, inspection and prediction of accident development selection of evacuation mode and relocating personnel Study on key technologies for these five elements, particularly the determination ofthroshold quantity of damage load, will provide the technological support to on-sitc emergency decision-making and provide scientific background to compile emergency planning.
