根据淮安市的气候特征，研究了生物气候地方主义理论及节能设计，探索了淮安市的住宅节能设计原理和措施，以适应社会的发展，满足消费者的需求。
According to climatic feature of Huai＇an, it researches localism theory of biology ＆ climate and energy-saving design, and searches design principle and measures in Huai＇an to suit for development of society and meet demand of consumer.
