建立富春江、新安江库区生态补偿机制的必要性及几点建议

Necessity of establishing ecological compensation mechanism in Fuchun River and Xin'an River reservoir areas and some suggestions

介绍富春江水库、新安江水库对钱塘江下游沿岸供水发挥的作用:抗咸顶潮冲淡、钱塘江冲污。指出富春江水库公益性功能对富春江库区人民的负面影响、超高水位运行对农业生产的负面影响、库区生态公益林对库区农民的负担、对库区发展养殖业的负面影响、对库区工业发展的短期负面影响。探讨建立库区补偿机制的必要性,建议参照长江、黄河的流域机构,建立钱塘江流域管理委员会,向水资源需求方收取补偿金。

Role of Fuchun River and Xin'an River reservoirs to the water supply in the downstream of Qiantang River is introduced,that is,salt and tide resistance,deliquation and pollution mitigation in Qiantang River.Some negative impacts are put forward: effect of commonweal function of Fuchun River reservoir on its inhabitants,effect of operation under super high water level on agricultural production,effect of ecological forest on peasants,livestock breeding and industry in the reservoir area,etc.The necessity of establishing compensation mechanism in reservoir areas is discussed.It is suggested that referring to Yangtze River and Yellow River basin management experience,Qiantang River Basin Management Committee should be set up so as to collect compensation fund from demanders of water resources.
