USA, which has strong network information superiorities, represents the developing direction of overseas network information on expanding trends and applications; Finland and Japan following the USA also are at the top of the world. This article analyses the social environment and policy measures of developed countries＇ information developing, especially above three countries. It also pcints out how the developing countries face the chances and challenges to expand native information industries.
