A brief account is given about the connotation of human resources development and the great significance of the social security system for promoting our human resources development. In the light of the further refinement of our social security system, the authors suggest that we try to make the social security more widely accessible, energize the management of the social security funds and amplify the related laws and regulations, so that it effectively promotes our human resources development and the all-round, sound and rapid growth of our economy.
