Departments play important roles in the whole works of universities. Completely fulfilling the works of the university depends on the cadre team with high quality. However, cadres who will act on the policy of the party excellently, do well in the professional work and serve as good examples in the public must put learning in the priority so as to improving self quality. Learning is the basic demand of cadres to grow up heahhly, is the essential way of cadres to improve self quality. What is more, learning is the guarantee for works of departments done well in the new situation.
