This paper introduces the principle of Struts teehnolony. Meanwhile this paper provides the design and the process of realization scientific research management, which is based on the Struts structure of the MVC design mode. According to the MVC mode, the system user management module,the project management module, the research production management module and the system communication modular are designed and implemented in detail.
