Subject Construction of the Mechanism for Public Health Emergencies——From the Visual Angle of Public Policy

从公共性的角度看,突发性公共卫生事件应对机制中的主体可以划分为政府主体、社会组织主体和个人主体这三大类,依托于现代公共管理活动中的民主性、科学性和权力性价值标准,沿着公共政策的逻辑过程,对三类主体之间的互动关系做出了初步的理论构建。

From the view of publicity, the subjects of the mechanism for sudden public health event can be divided into government, social organization and personal. Relying on the democracy, scientific and authoritative value standard in modern public management activity, and along the logic course of the public policy, this study has made the preliminary theoretical construction of the interdynamic relation between these three kinds of subjects.
