Relations between Government and NGO in a Harmonious Society

善治是构建和谐社会的两大基石之一。按照善治的要求,只有激发社会自主性,发挥社会资本的作用,才能有效地促进社会和谐。政府与非政府组织的合作性互补关系、民主性互动关系和机制性承接关系的确立是构建和谐社会的必要条件。但是,只有建立政府与非政府组织的非对抗性制约关系,才能保证上述三个关系的实现,并最终实现和谐社会。

Good-govemance is one of the two cornerstones for the construction of a harmonious society. According to the requirements of goed-govemance, the harmony of a society can be effectively promoted only when the independence of the society is motivated and the function of social capital is brought into play. It is prerequisite for the construction of a harmonious society to establish the relations of cooperative complementarity, democratic interaction, and mechanism continuity. However, only after the restrictive non-confrontational relation is established, will the above three relations be guaranteed for a harmonious society.
