湖北省农村中小学实施“一费制”的调查表明,大多数教育工作者不赞成“一费制”,“一费制”的作用具有明显的两面性,“一费制”的收费标准高低与实施条件有关,实施“一费制”也给农村中小学带来了新的困难,加大农村中小学的教育投资是迫切需要解决的问题。

The one-fee policy of rural compulsory education survey report shows that most educators disagree to one-fee policy, because of its character of both sides. The standard of collecting fee is firmly connected with the implementing conditions. One-fee policy brings new difficulties to the rural schools, so it is an urgent issue for the government to increase the fund to the rural compulsory education.
