通过对各种系统的综合研究,发现系统在生长(发展)时,其生长(聚集)速率与其结构的调整速率(系统的扩散速率)必须保持协调一致,或者说系统在规模(数量)上的增加必须与其质的变化相一致,否则,系统就会由生长、兴旺、走向萎缩、衰败和死亡。由此建立了系统可持续发展的一般原理。
