摘要
人才聚集是一个人才流动的产物,当人才流动达到一定规模时,就会产生人才聚集现象,此时的人才处于一个由许多因素构成的复杂的开放系统之中,各要素综合作用的结果既可能出现1+1>2的正效应(积极效应),也可能出现1+1<2负效应(消极效应)。在分析人才聚集现象后,首先提出了人才聚集现象、人才聚集效应的概念、人才聚集效应的8个特征。其次研究了人才聚集系统特性。最后提出了优化人才聚集效应系统的主要措施。
Talent mass is a product of talent migrant. When talent migrant reaches a certain scale, the talent mass phenomenon appears. At this time, the talents are in a condition of complex open system, every factor in the system links to each other, promotes each other, and restricts each other as well. The comprehensive results of the influence of factors may be positive effect, i. e. 1 + 1〉2 (active effect), or it may be negative one, 1+1〈2 (passive effect). After analyzing the talent mass phenomenon, the paper proposes the talent mass phenomenon, the concepts of talent mass effect and its eight characters firstly. Secondly, it studies the characters of the talent mass system. At last it provides the main measures of optimization of talent mass system.
