刍议治黄治沙战略新措施—黄河小北干流放淤

摘要 泥沙问题是长期困扰黄河下游防洪的核心问题。在小浪底水库拦沙运用初期,中游水土保持初见成效,古贤、碛口水库投入运用前的这段有限的时期内,如何减轻黄河下游防洪压力,改善下游“二级悬河”的被动局面,研究和探索新的泥沙处理措施是当前十分复杂、紧迫的任务。结合2004年在黄河小北干流连伯滩实施的放淤试验工程,分析论述了在该河段进行大规模放淤具备的条件和重大意义,从而认为黄河小北干流必将成为一块治黄治沙的新战场。 The sediment problem is a hard core that feazes flood control downstream of Yellow River for long time. During the initial sediment trapping operation of Xiaolangdi reservoir, the soil and water conservation on the middle reaches has come into effect at first view. How to alleviate flood control pressure in the downstream of Yellow River, improve passive phase of downstream "second-stage" perched river, the research and exploration on new means of sediment disposal are a very complicated and pressing task for the time being in a limited period before Guxian and Qikou reservoirs. Combined with desilting testing works implemented at the Lianbotan beach on Xiaobei stream of Yellow River'it is believed that the desilting on Xiaobei stream is in a condition to perform and has a great significance after its analysis.
