总结与归纳了美国、日本、俄罗斯、澳大利亚等发达国家公共安全管理机制,并对其现状和特征进行了分析,提出中国应借鉴发达国家的经验,根据中国的实际情况逐步建立健全相应的法律制度,加强地方政府的管理能力,注重预防公共安全事件的发生,认真总结公共安全事件的处理经验,以及成立相应的配套机构等措施。

By summarizing and inducing the public security mechanisms in main developed countries such as America, Japan, Russia, Australia, etc. , and analyzing their status in quo and features, the paper proposes that China should take measures to gradually formulate and perfect corresponding law systems, intensify the administrative ability of local governments, paying attention to the prevention of public events, careful summing-up of the post-treatment of the public events, set up corresponding matched institutions and so on by learning the experiences of developed countries for reference and taking actual situation of China as the basis.
