公平和效率是社会主义市场经济必须解决的基础性问题,逐步树立实践“公平与效率并重,优先保证基本社会公平”的原则,从发展理念、社会管理、体制创新等方面认识和解决新时期公平与效率的关系问题,为经济社会和人的全面发展奠定良好的制度基础和心理基础。

Fairness and efficiency are two fundamental problems that must be solved by socialist market economy. We should gradually establish and then carry out the principle of ＂laying equal stress on fairness and efficiency, giving priority to the guarantee of the basic social fairness＂, understand and solve the problem concerning the relationship between fairness and efficiency in the new era from the aspects of development concept, social administration and system innovation so as to lay a good system psychological foundation for the all-round development of both economic society and the human being.
