On the Changes of the Concept Concerning Public Interests in Public Administration Theory

公共利益观念在公共行政理论的发展过程中的位置一直都在变化。传统理论时期由法律界定,凭借公务员自身的品格加以实现;在新公共管理理论时期则是被边缘化,为效率所湮没。在新公共服务理论时期又被赋予新的意义,政府成为实现它的一种工具。

The position of the concept concerning public interests has always been changing in the development process of public administration theory. It is defined by law and realized through the characters and morals of government functionaries in the traditional theory period. It is set on the brink and neglected by efficiency, however, in the new public administration theory period and is given new connotation again in the new public service theory period when government turns out to be the tool of realizing such a concept.
