关于铁路工程定额管理的几点看法

Some personal view on railway engineering norms

随着铁路建设改革的不断深入,工程造价管理工作得到稳步发展,但同时存在对合理确定工程造价的理解和认识不统一的问题。笔者针对目前的分歧提出自己的见解,阐述应当把握的几个关系。

Along with the deepening of railway construction reform, the work of engineering cost management has been developing steadily. However, there still exists the problem of non-unanimity in understanding of the reasonable determination of the engineering cost. The author expresses his personal view based on the present difference and describes a couple of relations one has to take hold of.
