“相持阶段”国有林区可持续发展战略思考

Consideration on the Sustainable Development of State-Owned Forest Region Being at A Stalemate

本文认为,我国生态建设正处在“治理与破坏相持阶段”,这是世界林业发展的普遍规律,是我国经济社会发展的必然过程。为了实现国有林区可持续发展,必须走立体开发森林资源,调整林区产业结构的道路;必须以市场为导向,以保护森林资源为原则,以创造林业生态效益、经济效益和社会效益为目的,开发产品大市场;必须巩固造林绿化成果,调整林种、树种结构;必须采取综合措施提高林地生产力,全面提高林地质量;必须加强森林资源管理,提高资源开发、加工、利用的科技含量,广泛吸引人才。这是国有林区脱贫解困的必然选择,是实施“天保”工程的需要,是摆脱资源危机和经济危困问题的唯一出路。

The author points out that the construction of ecology is at a stalemate. To realize the sustainable development of state-owned forest region,we must first, develop forest resources in an all-round way,and adjust the industrial structure of forest region： second, explore the market taking forest protection as principles, market as guideline; third, consolidate the achievement of afforestation; fourth, improve the quality of forest： fifth, strengthen the management of resources： sixth, attract more talented people, and this is the exclusive choice for us to stand outresource crises and economic problems.
