浙江省国有林场实行“以房养林”改革的调查

On the Real Estate Subsidized Afforestation Reform in State-owned Forestarms

国有林场的改革和发展面临着新的问题和挑战,寻求深化改革的途径和方法是目前人们关心的焦点。运用问卷调查法和实地访问法对浙江省108个国有林场进行调查,分析了浙江省国有林场改革发展中面临的困难和问题,提出了“以房养林”的国有林场改革思路,认为浙江省国有林场现阶段实施“以房养林”政策是可能和可行的,并对实施“以房养林”改革提出了具体政策建议。

The state-owned forest farm faces the new question and challenge in the reform and developmen; and seeking its solution becomes the focus by all the concerned. Based on investigation of the 108 state-owned forest farms in Zhejiang province by questionnaire and the on-the-spot investigation, the paper analyzed the difficulties and quesfloras in the reforming and developing of state-owned forest farm in Zhejiang province, proposed the way of reform , i.e ＂the real estate subsidized afforestation＂, which is possible and feasible in Zhejiang province. For the more, puts forward the concrete policy proposal about implementation of the real estate subsidized afforestation reform.
