船员培训目标管理过程控制研究

Study on Goal Management and Process Control in Quality System of Maritime Education and Training

本文通过对质量体系目标管理和过程控制的概念及二者之间关系分析,结合船员教育和培训质量体系的建立与运行,提出在质量体系运行过程中,应理顺目标管理和过程控制之间的关系,从而加强和改进船员教育和培训质量体系工作。

A Quality System should be set up to control full process of Maritime education and training. Both goal management and process control are part of quality system but usually be garbled even opposed. The effect of quality system may be damaged. Concept and relationship of goal management and process control are analyzed. A proposal was tabled to improve and advance quality system in maritime education and training.
