公民法律素质对我国法律实效的制约与对策

The Civil Legal Quality to the Restriction and Strategy of the Legal Effect in our Country

法律作为调整人们行为的最重要的社会规范,在现实生活中能否得到有效实施,是衡量法律自身质量和法治实现程度的一个重要指标。然而,从实践的角度看,在我国现行的法律、法规和规章中,仍有相当数量未能有效实行,未能产生预期的法律实效,若法律不能得到有效实行,产生实效,依法治国的目标将难以实现。本文深入分析了公民法律素质对我国法律实效的制约,并阐述了解决对策。

law is the most important social standard to adjust people＇s behavior,whether it could be implemented effectively in actual life is to measure legal quality, and it is an important index of degree to rule by law.However,practically speaking,a lot of laws and regulations and rules fail to carry out effectively,fail to produce the anticipated legal efficacy.If laws can＇ t be implemented effectively and haven＇ t produced legal efficacy,the aim of building legal state wiU be difficult to realize.This thesis analyses in depth the restriction of the legal efficacy from our citizen＇s legal quality, and explains the countenmeasures.
