An Analysis of Non-economic Factors Influencing the Development of Impoverished Area

贫困地区的发展一般要经过贫困(绝对贫困)、温饱(相对贫困)、致富、小康和富裕五个阶段。而由温饱型向致富型的转变是巩固扶贫成果,实现飞跃式发展的关键。在这一过程中,有了相对物质基础的贫困地区,其发展更多的是受非经济因素的制约。本文以豫东某县为调研对象,对其社会、经济发展现状进行了全面的考察。分析了文化、风俗、阶层结构等三个方面对其发展的影响,提出了通过培育地区精英和全面发展教育来打破非经济因素制约的方案。

The development of impoverished area will experience 5 stages：normally poverty （absolute poverty）, the basic need （relative poverty）, becoming rich,well - off standard and richness. The turning from basic need to becoming rich is the key to strengthen the poverty - reduction result and realize a tremendous development. In this process, the development of the impoverished area with relative material foundation is mostly restricted by non - economic factors. The author does a research on a county of Yu Dong, made an overall investigation on its social and economic development, analysed the influence from culture, customs and stratum structure, put forward the scheme to break non - economic factors restriction through cultivating region elite and developing education completely.
