20世纪90年代,俄罗斯迅速确定了对欧盟合作政策,其主要战略目标在于,促进俄欧经济关系的发展和自身实力的恢复强大,有效解决广泛的双边关系及国际问题,帮助俄罗斯改善和提高国际地位。合作政策具有寻求与欧盟发展全面合作、坚持国家利益和独立自主原则、高度重视并参加合作机制建设等重要特点。该政策面临着一定的实际困难,其发展前景取决于俄罗斯内外诸多因素。

In 1990s,Russia has established its Cooperation Policy to EU, which major objective is to accelerate the development of economical relationships between Russia and EU and make Russia to become strong again, and to resolve the problems involved in comprehensive bilateral relationship and help to improve and enhance Russian international status. The cooperation policy has characteristics of seeking all-around cooperation with EU, persisting in state interests and principle of independence, regarding and participating construction of cooperation mechanism. This policy is confronted with some difficulties, and its developing foreground lies on many factors inside and outside Russia.
