Decision-making Mechanism of EU's Foreign Policy and EU-China Cooperation

欧盟的对外政策包括欧共体的对外经济政策和共同外交与安全政策中的对外政策两部分。这两部分的决策机制存在着巨大的差异,前者反映的主要是欧共体的整体利益,采用的多为特定多数表决程序;后者反映的主要是各民族国家的利益,采用的多为全体一致表决程序。抓住欧盟对外政策决策机制的特点,是中国更加顺利地与欧盟合作的关键。

EU＇s foreign policy includes two parts, one is the EC foreign economy policy, the other is CFSP foreign policy. The decision-making mechanism of two parts are different. The former is on behalf of EU, and decided by QMV; the latter is on behalf of nations and decided by unanimity. It is very important to grasp the decision-making mechanism to accelerate cooperation between EU and China.
