At least three routes are discovered to contribute to the realization of the privatization of public powers. Methods to keep public powers from privatization are always enslaved to various ways forming the privatization. So the privatizafion of public powers will bring considerable impact on private interest and public interest, including the interest of the CCP and the governments. Hence, it is necessary to take effective measures to prevent the privatization of public powers.
