Historical Experience of Economic Readjustment in the 1960s

1961年至1965年我国对国民经济的增长速度、产业结构、城乡关系、经济体制进行了全方位调整,使全国迅速摆脱了经济困境。其基本经验为:统一对国情和形势的正确认识是前提;综合平衡、协调发展是基本方针;管理体制改革创新是动力;政府对经济的主导是实质;冷静处理中外经济关系提供了助力。

An all-round readjustment to the growth rate, industrial structure, relations between the city and the countryside, and the economic system in the 1961-1965 period helped extricate China quickly from an economic predicament. The experience in this endeavor may be summarized as follows： We should, first of aLl, reach a correct unanimity of opinions of the national conditions and situation and then adopt the basic principles of overaLl balance and coordinated development. The management restructuring and innovation could serve as a driving force for the readjustment. The government must play a leading role in the economy and correct handling the economic relations between China and foreign countries would help smooth the efforts of readjustment.
