Innovation in Mechanism in Villages and Towns after the Exemption of Agricultural Tax——A Survey in Guizhou Province

免征农业税后乡镇面临的问题不是机构、经费的简单增减和人员的“排列组合”问题,而是深层次的体制和机制问题。切实解决当前乡镇前进中面临的各种困难和问题,关键在于适应变化的情况,抓住主要矛盾,举重若轻,用发展的办法和改革的思路化解矛盾。

After the exemption of agricultural tax, the problem facing villages and towns is not the simple increase or decrease in organizations and funds or the ＂permutation and combination＂ of personnel, but institution and mechanism at the deeper level. The key to solving the problems resides in accommodating to the changed circumstances, singling out and tackling the principal contradiction, lifting weights just as twiddling a feather, and settling contradictions through development and reform.
