摘要
借助相关绩效管理理论,首先探讨了开发类科研院所高层管理者年度绩效考核指标体系的设计原则;其次,紧密结合某开发类科研院所实际,采用Delph i法调查提出了从经营业绩、管理业绩、发展业绩三类定量指标进行业绩考核及从综合能力和关联评价两类定性指标进行能力评价而建立的开发类科研院所高层管理者年度绩效评价指标体系;然后,运用隶属度评价方法建立了这五类二级评价指标各自对应的具体三级评价指标;最后,设计出了中高层管理者年度绩效考核模型和具体实施方案。
Based on the theories of performance management, firstly, the paper proposes the design principles of the annual performance measurement index system for the development type of institute's top managers. Secondly, using Delphi method, puts forward the performance measurement index, which comprises three types of quantitative indexes, such as business achievement, management achievement, development achievement, and two types of qualitative indexes, such as working, mutuality. Then the paper establishes the detailed third level of indexes by subordinate degree. Lastly an annual performance measurement model and the implementation scheme for the development type of institute's top managers are designed.
