建立内外贸统一管理制度是我国经济界长期关注的问题,但是如何从理论和实践的双重层面来正确理解和具体实施内外贸统一管理制度,各级政府及实践部门还存在着许多困难和疑虑。本文试图对这一问题予以分析,并提出相应的对策建议。

The formation of integrated administrative institution concerning internal trade and international trade has always been the focus of discussion among theoretical and practical circles. This paper aims to make an analysis of this issue as well as to give suggestions about relevant policies.
