On Buidling Honest and Clean Government by High Salaries

高薪养廉是全社会共同关注的热点问题,许多学者从不同的角度对此问题进行了探讨。从对高薪养廉的质疑出发,主要分析“高薪”能否养“廉”、我国是否具备实行高薪养廉制度的土壤、现在公务员的工资水平是否不低、薪水多高才算高薪等几个重要问题,并在此基础上提出逐步落实高薪养廉政策的具体可行的做法。

Bnilding an honest and clean government by high salories is a heating topic of public interest,which has been discussed from different angles by scholars. Starting from the doubt of it,it is analyzed that ff high salaries can really help build an honest and clean government,if it is suitable to carry out such a system in China, if the officials＇ salaries are high enough and how many salaries can be regarded as high salaries. Based on that, the feasible methods of carrying out that system are put forward.
