On Governmental Competence and Its Promotion

目前,我国正处在全球化和市场经济的条件下,提升政府能力对于提高我国政府的公共行政管理水平,促使其有效地履行职能,进而推动经济社会的发展,具有突出的现实意义。政府能力作为一个因变量,它的实现程度受多种因素制约,文章主要对这些因素加以分析,并着力分析提升政府能力的有效途径,给我国提升政府能力以借鉴。

Currently, China is under the condition of market economy and globalization, there is realistic significance to promote the governmental competence so that their efficiency may push the development of social economy. As a variation, governing competence is under the effect of several factors. With the analysis of those factors, the paper tries to find out an effective approach to the governing competence promotion serving as reference for our government.
