以科学发展观为指导,在正确理解省委、市委建设文化大省、加快文化建设的决策,具体分析韶关丰富的文化资源、鲜明的地方特色的基础上,围绕韶关市“十一五”文化建设规划,从加大投入、体制创新、打响品牌、发展产业四个方面提出加快发展粤北特色文化,促进韶关经济发展的对策建议。
