项目管理模式的变化及EPC合同的风险与对策

Changes in Models of Implementation and Management of Project and Risks v.s. Stretigies of EPC/Turnkey Contract

简要介绍了FIDIC合同条件下两种主要的项目管理模式当前正在发生的变化,从总承包商的角度,对以FIDIC《土建工程施工合同条件》为基础的项目管理的平行发包模式和以FIDIC《设计采购施工EPC/交钥匙工程合同条件》为基础的工程总承包模式作了对比,对EPC合同普遍存在的风险作了分析并提出了相应对策。

Worldwide changes in models of implementation and management of projects are taking place. Clients are generally of the opinion that the conventional model of project management based on FIDIC＇s Conditions of Contract for Works of Civil Engineering Construction Fourth Edition 1987, i. e. Red Books has its advantages and obviously disadvantages. New model based on FIDIC＇s Conditions of Contract for EPC/ Turnkey Projects First Edition 1999, i. e. Silver Books has been developed and being adopted in engineering and construction field. From a prime contractor＇s point of view, there are new chances and more risks when undertaking an EPC/Turnkey contract than others, there are, however strategies against such risks.
